Todd Dillabough

Todd Dillabough is the Chief Executive Officer of Limetree Bay Terminals, LLC. Todd has more than 40 years of experience in the energy industry, including 15 years of operational and financial restructuring leadership in large, complex, domestic, and international companies. His primary focus has been energy, with both Exploration and Production (E&P) and Oilfield Services as well as Mining, Technology, Pulp & Paper, Aircraft MRO and Airlines. Todd led two E&P energy companies as CEO, President and COO after moving through the technical side of the E&P business then into Business Development roles. He most recently served as a principal at DC Cayman, Ltd. Todd holds a Bachelor of Science in Geology from the University of Calgary, and is a professional geologist with APEGA, an Associate with the Society of Petroleum Engineers (SPE), a member of the Turnaround Management Association (TMA) and a member of the Recovery and Insolvency Specialists Association (RISA Cayman)/INSOL.

Jeff Charles

Jeff Charles is the Chief Operating Officer of Limetree Bay Terminals, LLC. Jeff previously served as the vice president of Terminal Operations for the company, and prior to that, he served in various operations management roles during an 11 – year career in the oil and gas industry at both Buckeye Partners and the Hess Corporation. Most recently, Mr. Charles served as Director at Buckeye Bahamas Hub. Prior to joining the oil and gas industry, Mr. Charles served as a Lieutenant for the United States Navy for six years. Mr. Charles received his Bachelor of Science in Economics with a concentration in General Engineering from the United States Naval Academy, a Master of Business Administration with a concentration in Finance from Drexel University, and is pursuing a Master in Energy Regulation and Law form Vermont University.

Stephan Tompsett

Steve serves as the Chief Financial Officer and his career spans more than 20 years of finance experience with a focus on capital markets, financial planning, risk management, investor relations, and strategy. Most recently, he served as the Chief Financial Officer for EagleClaw Midstream Ventures, a large-scale integrated midstream operator in the Delaware Basin, and during his extensive career has served as a financial leader for companies including Andeavor (formerly Tesoro) and J.P. Morgan. Mr. Tompsett earned a Master of Business Administration and a Bachelor of Science in Biology and Mathematics from the University of Texas at Austin.

Mark Chavez

Mark serves as Limetree Bay’s General Counsel and Secretary, and brings more than 19 years’ of legal expertise to the Company, with almost 18 years’ of experience focused almost exclusively in the energy industry. Mark joins us from PBF Energy, where he served as the Assistant General Counsel, Commercial & Refining, and provided support in all legal areas to PBF’s east coast refineries, while also supporting PBF’s commercial, credit and rail groups. Earlier in his career, Mark served in various roles for Exxon Mobil Corporation, including several years as Refinery Attorney for ExxonMobil’s Baton Rouge Refinery and associated facilities. Subsequent to working at ExxonMobil, Mark served as Assistant General Counsel, Commercial Aviation, for World Fuel Services, where he managed a multinational team of attorneys, paralegals, and contract attorneys and was responsible for its multi-billion dollar aviation division. Mark holds a Bachelor of Science in Business Administration from Thomas Edison State College, and a Juris Doctor from George Mason University.

Keith Neal

Keith Neal is the Vice President of Commercial for Limetree Bay Terminals, LLC. Mr. Neal has over 30 years’ experience in crude and products trading, terminal services, and business development. Previously, Keith served as Senior Director at Buckeye Partners developing global marine terminals-related marketing and commercial opportunities and optimizing global commercial relationships.

Tarah Graham-Hodge

Tarah Graham-Hodge is the Vice President of Human Resources (HR), Training and External Affairs, and has over 20 years of HR experience in the energy industry. She has a documented record for improving and automating HR processes and developing HR information and compensation systems. Tarah played a key role and was instrumental in the start-up of Limetree Bay Terminals and later Limetree Bay Refining. Prior to Limetree Bay, she led the HR department and served as the Public Information Officer for HOVENSA. Tarah holds a Bachelor of Science in Computer and Information Science from Spelman College and a Master of Science in HR Management and Administration from Central Michigan University.
